there is a very small percentage of children 
among that foreign born population which con 
stitutes much over half of the postal savings de 
positors, and second, because the postal savings 
bank stamp cards and stamps, representing sav 
ings of less than a dollar, are probably used 
mostly by children, and the savings represented 
by outstanding cards belonging to persons who 
have not yet opened their accounts do not figure 
in the records. 9 
The table shows emphatically that it is among
