Article 2.—The duties on merchandise or products not included in the Tariff 
shall be determined by assimilating them to those items provided for under this 
law which, by their nature and kind, most nearly resemble such merchandise or products, 
In the case contemplated in the previous paragraph the assimilation will be 
determined by the Director of the Customs House in agreement - with the respective 
Appraiser. 
The assimilation above referred to will not be held to be definitely settled until 
the approval of the Superintendent of Customs has been obtained, which approval must 
be solicited in every case, and the relevant samples handed in or precedents cited. 
The decision given by the last-mentioned official shall be observed at all Customs 
Houses.
