comptometry  tests  count  50%  of  the  final  rating.  This  proportion ­
  must  to  a  large  extent  be  determined  arbitrarily.  The
proportion  will  naturally  depend  on  the  varying  needs  of  particular ­
  kinds  of  work.  However,  once  determined,  it  follows  that
every  applicant  will  be  rated  in  exactly  the  same  way.
