EMPLOYEE REPRESENTATION
of statistical data and other evidence not susceptible of quantitative
treatment, all of which should be gathered periodically. They should
reflect the operation of the plan, and, whén properly analyzed, should
indicate
A. Degree of conformity to plan; to what extent the plan is being properly
carried out;
B. Adequacy of prescribed procedure; wherein this procedure is proving in-
adequate, cumbersome, or in any respect requiring modification;
C. Attitude toward plan; whether both employees and management are making
full use of the plan;
D. Results of plan; what concrete accomplishments or other effects are fairly
attributable to the plan’s operation.
Before reaching conclusions regarding the last of these questions,
the others, which may be answered largely by facts readily obtained
and verified, should be thoroughly canvassed. Unless this is done,
failure to accomplish all that had been hoped for may be regarded as
evidence that the plan should be scrapped, when irregularities, minor
defects of procedure, or a wrong attitude on the part of either the man-
agement or the employees may be responsible. If any of these is at
fault, a solution is likely to be at hand which will improve matters.
DEGREE OF CONFORMITY TO THE PLAN
The questions which will throw light upon this subject will depend,
of course, upon the specific provisions of the particular plan whose
efficacy is being reviewed. The following check-list may be sugges-
tive of difficulties to be looked for as the result of irregularities:
1. Elections—
a. Has proper notice been given?
b. Have names of eligible voters and persons eligible for election been
properly posted?
¢. Have names of candidates, nominated by petition or by primary
election, been properly posted?
d. Have elections been held as scheduled under conditions enabling all
eligible voters to cast secret ballots, free from intimidating influ-
ence either of the management or of fellow employees?
e. Have ballots been counted under conditions free from suspicion as to
accuracy of the count?
f. Have results of elections been promptly and adequately announced
to voters?
