SCHEMES APPROVED BY PREVIOUS PARLIAMENTS
OR GOVERNMENTS.
The following items which are given rather by way of illustration than as a
comprehensive list, include only services in which the increases stated would, in the
absence of new decisions, naturally follow from the policy already declared. In other
fields of expenditure, e.g. grants to local authorities for education and health services,
the growing cost of the service is dependent on declared policy, but it is impossible
to assign the incidence even approximately :—
