LATVIA 
A. — Budgetary Situation 
The Latvian budget is divided into two sections, ordinary and extraor- 
dinary. Expenditure is limited to the income, and the country therefore has 
a balanced budget. Income is derived from customs duties, direct and indirect 
taxes, spirit and flax monopolies, the state forests and the state railways. 
Extraordinary expenditure is principally for aid to farmers, war reconstruc- 
tion, improvement of communications, and education. Both income and expen- 
diture are usually underestimated by about ten per cent. which is made up 
in the form of a supplementary budget toward the close of each year. All 
figures given below are in Lats, which are equivalent to gold francs.
