SWEDEN 
A. — Budgetary Situation 
The Swedish budget is never drawn up with either a deficit or a surplus. 
In the estimates as well as in the budget as finally adopted by the Riksdag 
(Congress) revenue and expenditure always exactly balance. Actually, how- 
ever, the end of a budgetary year shows either a surplus or a deficit, but more 
generally a surplus. The surplus is transferred to the Exchequer Reserve Fund 
and the balance in this fund has thus far always been sufficient to meet any 
deficit. 
As from 1923, it was decided that the fiscal year, which had coincided 
up to that date with the calendar year, should run from July 1 to June 30. 
A special six months budget was drawn up for the period from January 1 to 
June 30, 1923. 
The following schedule gives the total budget results for the years 1922-
