Spo. 17. That if ing Agriculture determines that any part of
the public lands or ra he United States is reasonably necessary
for the right of way o or forest road or as a source of materialy
for the construction of any such highway or forest road ad-
jacent to such lands , the Secretary of Agriculture shall file
with the Secretary ol t supervising the administration of such
land or reservation a he portion of such lands or reservations
which it is desired to
If within a period after such filing the said Secretary shall
not have certified to Agriculture that the proposed appropria-
tion of such land or rary to the public interest or inconsistent
with the purposes fo and or materials have been reserved, or
shall have agreed to t. n and transfer under conditions which he
deems necessary for a yrotection and utilization of the reserve,
then such land and m- o appropriated and transferred to the State
highway department . Joses and subject to the conditions so

If at any time the uch lands or materials for such purposes
shall no longer exist, fact shall be given by the State highway
department to the Se: culture, and such lands or materials shall
immediately revert te f the Secretary of the department fromm
which they had been :
Qre, 18. That the § sriculture shall prescribe and promulgate
all needful rules and the carrying out of the provisions of this
act, including such r i to the Congress and the State highway
departments as he ma ry for preserving and protecting the high-
ways and insuring th le thereon.
Spe. 19. That on o st Monday in December of each year.the
Secretary of Agricult a report to Congress, which shall include
a detailed statement ne, the status of each project undertaken
the allocation of appr femized statement of the expenditures and
receipts during the oi ‘ear under this act, an itemized statement
of the traveling and including a list of employees, their duties,
salaries, and travelin iny, and his recommendations, if any, for
new legislation amen aenting this act. The Secretary of Agri-
culture shall also ma reports as Congress may request.
Sue. 20. That for carrying out the provisions of this act
there is hereby appro the moneys in the Treasury not otherwise
appropriated, $75,000 al year ending June 30, 1922, $25,000,000
of which shall beco available, and $50,000,000 of which shall
become available Jar
Spe. 21. That so m 3d 2% per centum, of all moneys hereby or
hereafter appropriate re under the provisions of this act, as the
Secretary of Agricult necessary for administering the provisions
of this act and for cal sary highway research and investigational
studies independent] tion with the State highway departments
and other research r publishing the results thereof, shall be
deducted for such pu € until expended.
Within sixty days of each fiscal year the Secretary of Agri-
culture shall determi any, of the sums theretofore deducted for
such purposes will n | apportion such part, if any, for the fiscal
year then current i ner and on the same basis as are other
amounts authorized ortioned among all the States, and shall
certify such apportio scretary of the Treasury and to the State
highway department .
The Secretary of > ¢ making the deduction authorized by this
section, shall apporti er of the appropriation made for expendi-
ture under the provis or the fiscal year among the several States:
