A Department of Public Works should not be established by 
creation of an entirely new department. (Referendum No. 30, 
submitted, March 30, 1920.) 
FEDERAL HEALTH ACTIVITIES 
We favor granting the President of the United States authority 
to centralize, at his discretion, all public health activities of the 
federal government, exclusive of those relating to the Army, Navy 
and Veterans’ Bureau. The agency charged by the President with 
responsibility of supervising these activities should be empowered 
to delegate experts to various governmental departments, to univer- 
sities, or general research organizations looking toward the improve- 
ment of public health. (Resolution, Fifteenth Annual Meeting, 
1927.)

Whereas, It is essential that all the transportation facilities of 
the nation should be brought to the highest state of efficiency in 
order that foodstuffs may be moved most economically from the 
farm to the market, that manufactured products be moved at the 
lowest cost from the factory to the consumer, and 
Whereas, The public highways offer a good, prompt and eco- 
nomical means to supplement transportation by rail and water, 
therefore, 
Be it Resolved, That the prompt improvement of our public 
highways is important and should be forwarded in every proper 
way. (Resolution, War Convention of American Business, 1917.)

That highways are an integral part of our nation’s system of 
transportation has been emphasized by the war, and an enormous 
development is at hand, so important as to require a comprehensive 
national policy, under which federal appropriations for highways 
will be applied to national needs for interstate commerce, agricul- 
ture, postal delivery, common defense and general welfare.
