The unfavourable relation between income and expenditure from 1924 is 
due to the fact that the railway finances are burdened with expenditure not con- 
nected with the exploitation of the lines, as for instance, the annuities for the 
purchase of lines ; expenditure on the construction of new railways, and subsidies
