should not draw for the amount without the previous
sanction of the Secretary of State.
70. A Governor who is relieved at his own request
before the expiration of his term of office must provide
his own passage.
71. A Governor transferred to another appointment
before the expiration of his term of office will receive
the allowance in respect of the homeward Journey,
if the Secretary of State is satisfied that his return
to England is unavoidable or in furtherance of the
public interest. If he is transferred to another
Governorship, he will, subject to the same condition,
teceive also the allowance appropriate to the Colony
to which he is to proceed.
72. A Governor who is transferred to another
Governorship before the expiration of his term of
office, and whose return to England is not shown to
be unavoidable or in furtherance of the public interest,
will not be entitled to both the homeward and outward
passage allowances; but the allowance to be granted
to him will be a sum bearing the same proportion
to the passage allowance from England to the Colony
to which he is transferred as the probable expense
of a journey direct from one Colony to the other
bears to the probable expense of a journey from
England to the Colony to which he is proceeding.
In the case of a public officer (not a Governor) or
other person resident in a Colony, who may be
appointed Governor of another Colony, the same
principle will be followed as nearly as circumstances
will admit.
} 73. A Governor who is transferred while on leave
