cerned, of his reasons and will at once report the same
to the Admiralty.
146. In the event of a Governor, High Commis-
sioner, or officer administering the Government of a
Colony being detached on a foreign mission in his
official capacity, special instructions will be issued in
each case as to the flag which should be carried by the
man-of-war in which he may be embarked. In the
absence of such instructions the senior naval officer
present will exercise his discretion in consultation with
the official proceeding on the mission.
FE. Visits.
147. Official visits between naval officers and the
Governor or Administrator of a Colony will be ex-
changed on the following occasions :—
(@) On the arrival of one or more of His
Majesty's ships at a port at which the Governor
or Administrator is present, between such officer
and the senior officer in command of the squadron
or ship.
(b) On the first arrival at such a port of any
Flag Officer or Commodore since taking up his
appointment.
(¢) On a Governor or Administrator newly
appointed assuming office, between him and all
Flag Officers and Commodores present.
(d) These visits need not be exchanged more
than once during the respective tenure of office
of the King’s representative and the naval officers
mentioned above.
148. In exchanging visits,
(a) A Governor will always receive the first
visit from the senior officer in command of the
squadron or ship.
