minerals and products thereof.
2. To establish a clearing house of information by the Govern-
ment on all matters pertaining to production, refining, trans-
portation, and marketing, domestic and foreign.
3. The Secretary to represent the mineral industry of the United
States before all Governmental agencies affecting the foreign indus-
try where the nationals of the United States are concerned.
4. The Secretary to keep in touch with the laws and regulations
of all nations, with a view to protecting American mining and
allied interests from undue hardship and discrimination.
5. The Secretary to keep the mineral industry of the United
States advised as to foreign mining and allied concessions.
6. The Secretary to be the representative of the Government,
the public, and the mineral industry in matters of national concern.
7. The Secretary to guide in matters of Government regulations,
specifications, methods of tests, research of an industrial character,
and in conservation methods.
8. Permanent advisers of the Secretary to be selected from the
various branches of the mineral industry.
9. Close cooperation to be maintained between all national and
international organizations that are concerned in the production
and allied branches of the mineral industry. ;
10. The Secretary to issue regular publications compatible with
Government and industrial policies.

Der Handelsminister ist zu veranlassen, die Initiative zu ergrei-
