INTRODUCTION.

of  the  Treasury,  upon  proof  that  the  acknowledgment ­
  of  registry  has  keen  obtained  by  fraud
or  mistake,  or  that  the  society  exists  for  an  illegal
purpose,  or  has  wilfully  and  after  notice  from  a
Registrar  whom  it  may  concern  violated  any  of
the  provisions  of  the  Act,  or  has  ceased  to  exist.
In  lieu  of  cancelling,  registry  may  be  suspended
for  any  term  not  exceeding  three  months,  and
the  suspension  may,  with  the  approval  of  the
Treasury,  he  renewed  from  time  to  time.  Notice
of  a  proposed  cancelling  or  suspension  must  be
given  to  the  society;  and  every  cancelling  or
suspension  must  be  advertized  in  the  Gazette.
Appeal  from  cancelling  or  prolonged  suspension
may  be  made  in  England  or  Ireland  to  the  High
Court  of  Justice,  or  in  Scotland  to  the  Court  of
Session.  Under  the  repealed  law,  there  were  no
means  of  altering  or  rescinding  a  certificate  once
granted,  either  in  case  of  obvious  error  or  double
registration,  or  in  the  case  of  a  society  afterwards
becoming  disentitled  to  registry.  The  power  of
cancelling  or  suspending  registry  where  a  society
has,  after  notice,  violated  the  provisions  of  the
Act,  has  afforded  the  registry  office  a  valuable
additional  means  of  enforcing  the  statutory
requirements  for  valuation  and  those  imposed  on
collecting  societies  by  section  30.
55.  The  rules  of  every  registered  society  are  to
provide  for  its  name  and  place  of  office,  the  object
for  which  it  is  established,  &e.,  the  mode  of  holding ­
  meetings  and  altering  rules,  appointment  and
removal  of  officers,  investment  of  funds,  keeping
and  audit  of  accounts,  making  of  annual  returns,
