Transformation verschmelzen Krieg und Revolution miteinander, als Sprengung des kapitalistischen Systems.*) *) Prof, Grinewetzki („Die Nachkriegsperspektiven der russischen Industrie“, Moskau 1919, S. 64, russisch) erklärt dies im Kapitel „Die revo lutionäre Zersetzung der Industrie" durch den Einfluß folgender Faktoren: 1) der vollkommenen Zerrüttung der Versorgung mit Rohstoffen und Brenn material infolge der Abnahme ihrer Ausbeute und der Stockung des Ver kehrs; 2) der Arbeitskrise infolge der allgemeinen Desorganisation unter dem Einfluß der Revolution und des Klassenkrieges und des Sinkens der Produk tivität infolge verschiedener Ursachen; 3) der technischen Desorganisation, sowohl in materieller als auch in administrativ-technischer Hinsicht . . .{ 4) der außerordentlichen Labilität und Stockung des Marktes . . .; 5) des katastrophalen Verlaufs der Demobilisierung . , infolge der technischen Des organisation und des finanziellen Zusammenbruches der Industrie; 6) des finanziellen Zusammejibraches der Industrie infolge der höheren Bezahlung der Arbeit und ihrer geringeren Produktivität, der absoluten Zerrüttung der Versorgung, der Nationalisierung der Banken usw." Man kann sich leicht davon überzeugen, daß alle diese Faktoren auch in unserer Klassifikation mit einbegriffen sind. Aber Herr Grinewetzki schiebt die Schuld nicht dem kapi talistischen System mit seinem Kriege und seinem Entgegenarbeiten gegen die neue Gesellschaft zu, sondern der Arbeiterklasse. Anders kann ja natürlich ein Apologet des Kapitalismus nicht, vor dem die „Nachkriegsperspektiven" erblühen als kapitalistische Perspektiven, Eigentlich sagt dasselbe auch Mister Hoover, der „Lebensmitteldiktator" Europas („National Food Journal“, 13. Aug. 1919): „The economic difficulties of Europe as a whole at the signature of peace may be almost summarised in the phrase: „demoralised productivity". „It is not necessary to review at lengtb the cause of this decrease of productivity. They are, in the main, as follows; The industrial and commercial demoralisation arising originally out of the war, but continued out of the struggle for political rearrangements during the armistice, the creation of new Governments, their inexperience, and fric- tions between these governments in the readjustment of economic relations, The proper and insistent demand of labour for higher Standards of living and a voice in the administration in their effort hat unfortunately {!!) become irapregnated with the theory that the limitation of effort below physical necessity will increase the total employment or improve their condition. There is a great relaxation of effort as the reflex of physical exhaustion of large sections of the population from privation und from the mental and physical strain of the war.
