Schlußbericht der Konferenz 
Einleitung 
1. In ihrer Entschließgung vom 24. September 1925 
über die Einberufung einer internationalen Wirtschafts- 
konferenz erklärte die Völkerbundsversammlung »fest 
entschlossen zu sein, alle Mittel zu versuchen, um den 
Frieden in der Welt aufrechtzuerhalten« und bekannte sich 
zu der Überzeugung, daß »der wirtschaftliche Friede in 
hohem Maße dazu beitragen werde, die Sicherheit der 
Völkerzuverbürgen«. Sie betonte ferner, »esseinotwendig, 
daß die wirtschaftlichen Schwierigkeiten, die sich der Wieder- 
herstellung der allgemeinen Prosperität entgegenstellen, 
untersucht und die besten Mittel aufgezeigt würden, um 
diese Schwierigkeiten zu überwinden und Konflikte zu 
vermeiden«. 
Die Wirtschaftskonferenz hat diese Richtlinien dauernd 
im Auge behalten. Fast neun Jahre nach dem Kriege, 
nachdem die durch diese beispiellose Katastrophe verur- 
sachten Störungen sich voll auswirken konnten, hat die 
Konferenz sich mit allen Kräften bemüht, die Grundur- 
sachen der Störungen, unter denen die Welt gegenwärtig 
leidet, zu erforschen und die Mittel zu finden, die, wenn 
auch keine völlige Heilung, so doch wenigstens die Er- 
leichterung bringen können, die die zivilisierte Welt so 
heiß ersehnt. 
Die Wirtschaftslage 
2. Das von dem Sekretariat unter Leitung des Vor- 
bereitenden Ausschusses ausgearbeitete Material, zu dem 
viele Handels- und Industrieorganisationen verschiedener 
Länder und viele sachverständige Personen Beiträge ge- 
liefert haben, bietet ein Bild der Weltwirtschaftslage von 
einer Vollständigkeit und mit einer Sachkunde entworfen, 
wie es sonst wohl noch niemals zustande gekommen ist. 
Wir können nur in aller Kürze auf die aus diesen Berichten 
hervorgehenden Ergebnisse hinweisen. 
Einen allgemeinen Eindruck von den Wandlungen, die 
sich seit dem Kriege vollzogen haben, kann man aus den 
Statistiken über die Weltproduktion von Nahrungsmitteln 
und Rohstoffen gewinnen. Die Zahlen zeigen, daß die 
Erzeugung von Nahrungsmitteln!) und Rohstoffen im 
Jahre 1925 um 16 bis 18 v. H. größer war als 1913, 
während die Weltbevölkerung gegenüber 1913 nur um 
5 v. H. gewachsen ist. Mit anderen Worten, Erzeugung 
und Verbrauch waren beide absolut und auf den Kopf der 
Bevölkerung berechnet größer als vor dem Kriege.
