~ Mr. SIMPSON also agreed with Mr. Wortley, in principle, 
fhough he was somewhat doubtful of the uses of a Committee in 
London, such as that suggested. He thought that possibly their 
needs could best be served by the appointment of a sub-committee of 
the Committee of Civil Research for last African Tropical Agriculture, 
if that were possible. 
The question of formulating a definite scheme for the 
establishment of a body that would be representative of local 
Departments of Agriculture was discussed. and it was decided : — 
That no conclusion could be reached in this matter until 
further progress had been made in regard to the establishment of 
Amani Institute. 
CHAPTER XI, 
AGRICULTURAL JOURNAL. 
Mr. HOLM read a paper* on the establishment of an Agricultural 
Journal for Eastern Africa (referred to in Agenda as T.C.(C)Ag.1). He 
said that if the publication of the journal were undertaken by the 
Amani Institute he thought that the appointment of an Editor at 
Amani would strengthen the staff there, and that, at a later date, 
Amani would be in a position to publish scientific memoirs. He hoped 
that, as a result of the present Conference, an Agricultural Journal 
for Bast Africa would soon be published regularly. 
Mr. KIRBY thought that individual Governments should subscribe 
to a central editorial and publishing department, the material for 
publication being provided mainly by the technical departments 
concerned. It was likely that the Amani Institute would, in time, 
have its own scientific journal, and it might be convenient for the 
headquarters of the East Africa Journal of Agriculture to be 
established there from the beginning, since later it would be 
economical for a combined journal, or both journals to be conducted 
by a single editorial staff. 
(The above was circulated in the form of a note under T.C.(C)Ag.11.) 
Mr. SIMPSON thought that the journal should be published at 
Amani, and that the Institute should do it as part of their normal 
duties. He did not wish to submit to Government a proposal for a 
contribution to Amani for the journal, in addition to the ordinary lump 
sum contribution. 
Messrs. Burton and Beckley were doubtful as to whether Amani 
ought to undertake the publication; and Mr. Kirby pointed out that 
the Research Institute at Trinidad publishes a journal such as that 
contemplated. 
Mr. HOLM thought that the editor of the journal should be 
appointed, as soon as the Governments had agreed to a scheme, and 
that publication should not necessarily be deferred until Amani was 
established. In Kenya the question was one of great importance 
and a pressing need, and he would like to see it carried out as soon 
as possible.
