Requirements of other in- dustries were estimated in the same way; the grand total for 'ndustries came to about 8 million tons of rolled metal. In other cases a different approach is necessary. The steel requirement per rupee of net investment has been estimated for different types of activities. For example, the consumption of steel is 40 tons per investment of Rs. 100,000 in railways; the corresponding figure is so low as only 5 tons in large and medium scale irrigation. The total steel requirement for a target of investment in the Fourth Plan amounting to Rs. 170,000 million can be estimated at 20 or 21 million tons.
