Requirements of engi- neers and technical personnel were estimated in this way for purposes of perspective planning. Expansion of technical staff: Appropriate action was taken to expand the capacity of existing scientific and technological institutions and to establish new institutions all over the country to ensure a sufficiently rapid expansion of scientific and tech- nical personnel.
