Dear MR. Haven: During the six weeks of committee hearings on H. R. 
7940 (the surplus control bill) witnesses who appeared before the committee on 
behalf of the farm organizations in support of this measure have suggested 
several amendments and modifications. In the judgment of the representatives 
of the farm organizations who have been in Washington closely following con- 
sideration of this measure by the committee, there are some changes which should 
be adopted. In order to avoid prolonging the committee hearings by further 
personal testimony, we ask permission to file this outline of the amendments 
which we believe should be adopted to H. R. 7940, with brief statements of the 
purpose of the suggested amendments. We respectfully ask the committee to 
give careful consideration to the following recommendations: 
[. Advisory councils (sec. 4): In order that the board may avail itself of the 
cooperation of advisory councils which directly represent the agriculture of each 
of the 12 land-bank districts, we suggest that the provisions for commodity 
advisare councils set forth in section 4 be changed so as to vrovide an advisory
