Pour défendre nos cotes contre les attaques ennemies, 
les batteries de terre, les mines, les sous-marins et les tor 
pilleurs suffisent. Il n’est besoin pour cela ni de cuirassés, 
ni de croiseurs cuirassés; et cependant nous voyons fiqurer 
au projet de budget de 1901, dans l’état II, toute une liste 
de puissantes unités dont le ministre de la marine est auto 
risé à continuer ou à entreprendre la construction pendant 
l’année 1901 et qui comprend :
