peace. Some of his most pertinent statements in this eonnection
are as follows 2
Unemployment is unnecessary. Poverty is unnecessary.
War is unnecessary. I do not mean by this that any individual
can find work if he wants to: for poverty, like war, is
a social problem. What I mean is that America now possesses
enough industrial knowledge to abolish poverty, unemployment
and war, if that knowledge were only organized.
We have ample industrial technique in America to achieve
almost anything we can imagine. All we need now is industrial
statesmanship to apply that technique to these great
human aims. . . .
No amendment to the Sherman Law, and no other national
legislation, can insure prosperity. We must look to industry
and to business to do that. If our business men discover
what the fundamental laws of business are, and conduct
American business strictly according to those laws, conditions
will be as good as they can possibly be for everybody. But
those laws can not be made. They must be discovered. . . .
Industry has no voice. It is not yet integrated. It is like
a big shop with a hundred departments each running on its
own schedule and depending upon rumors that leak out here
and there as to what all the other departments may need. . . .
What is wanted is coordinated effort. What is wanted is
some means of discovering the needs of the whole shop and
of registering that discovery. . , .
But the problem is industrial and must be solved industrially
if it is to be solved at all. Industry must first become
articulate. The industrial problem seems to me to be beyond
solution until industry evolves some agency through which
industry may speak.
Our Chambers of Commerce and our trade associations
have done much. But they are only a beginning. What we
