selves  as  unemployed,  existence  of  other  facilities  for
obtaining  work,  probability  of  effectual  aid  from  the
Bureaux—these  are  only  a  few  of  the  “factors”  which
determine  the  register  and  which  render  it  of  small
account  in  its  present  condition  as  an  index  of  the  distribution ­
  of  "  unemployment  ”  among  different  classes  of
industry.
