July 24 th. 1918. Translation from Russian.
Mr. LEHRS, American Vice-Consul.

Shall issue instructions for locomotive being placed at your disposal
 at Vologda and for steamship being prepared for you at Archangel.
We emphasize once more that we do not attach political importance to
this individual departure of diplomatic representatives caused by a maladvertant
 concurrence of circumstances without our control which we profoundly
 regret.

Press Notice.

On July 25 th. the American Consul General Mr. Poole who is charg-+d
 with the sustainance of diplomatic relations with the Soviet Government
 in Moscow called at the People’s Commissariat for Foreign Affairs
and stated in the name of Mr. Lockhart the British Diplomatic Representative
 and in the name of the French Japanese and Italien Consuls
General that they approve of the statements made yesterday by him
at the People’s Commissariat to the effect “that according to their
personal opinion there is no occasion for supposing that the political
situation in its fundamental lines has been affected by the departure of
the ambassadors who were staying at Vologda, that said representatives
intend staying here so long as circumstances would render this possible
and so long as they are enjoying the privileges and facilities attaching
to their offices and in_particular so long as they have the possibility of
freely communicating with their -governments provided they will not
receive from their governments any instructions to the contrary.
