interests, and that we should continue to contribute to the maintenance
 of the vessels of other nations that which should go toward the
development of the ocean mail service and the upbuilding of the mershant
 marine and auxiliary naval forces of our own nation.
In order to show the inadequacy of the act of March 3, 1891, to
provide for service to South America, the Philippines, Japan, China,
and Australasia, I set forth here a statement of such service advertised
 for, indicating first those routes for service upon which the
department received no proposals, and second, those routes for
service upon which the department received proposals:
