there  is  a  very  small  percentage  of  children
among  that  foreign  born  population  which  constitutes ­
  much  over  half  of  the  postal  savings  depositors, ­
  and  second,  because  the  postal  savings
bank  stamp  cards  and  stamps,  representing  savings ­
  of  less  than  a  dollar,  are  probably  used
mostly  by  children,  and  the  savings  represented
by  outstanding  cards  belonging  to  persons  who
have  not  yet  opened  their  accounts  do  not  figure
in  the  records. 9
