among that foreign born population which constitutes
much over half of the postal savings depositors,
and second, because the postal savings
bank stamp cards and stamps, representing savings
of less than a dollar, are probably used
mostly by children, and the savings represented
by outstanding cards belonging to persons who
have not yet opened their accounts do not figure
in the records. 9
