Die wirtschaftliche Entwicklung der Industrie im Gsten.

Ganz anders liegen die Verhältnisse im Osten. Die Nationali 
tätenfrage, die Zugehörigkeit zweier Hälften der Bevölkerung zu 
zwei verschiedenen Nationen, spielt dort neben den gesamten wirt 
schaftlichen Verhältnissen in entscheidendem Nlatze mit. Ls bedarf 
nicht allein wirtschaftlicher Amalgamierung des Ostens mit dem 
übrigen Deutschland, sondern zuerst der Entscheidung der poli 
tischen Machtfrage, ob der Osten aus die Dauer germanisiert 
oder slavisiert werden soll. 
Nur ein Mittel zu der nötigen Verschmelzung des Ostens 
mit dem gesamten übrigen Deutschland ist die wirtschaftliche 
Eroberung, die bisher nicht erreicht ist. Sie alle kennen die 
Verhältnisse, die durch das Bernhardsche Buch über das pol 
nische Gemeinwesen im preußischen Staat allen vor Bugen gelegt 
sind, die sehen wollen. Ls genügt heute bei dem unbezweifel- 
baren Vordringen und dem notorischen Aufschwung des polni 
schen Mittelstandes nicht mehr, eine deutsche Oberschicht in ihrer 
Herrschaft über das weite Gebiet des Ostens zu stützen, sondern 
es ist in weiten Kreisen als notwendig bezeichnet worden, die 
gesamte Bevölkerung zu germanisieren, um die Sicherheit zu 
gewinnen, daß dieses von Preußen erworbene Land auf die 
Dauer deutsch bleibt. Machtfragen sind es daher in erster 
Linie, um die es sich bei diesem. Problem handelt. 
Neben dem großen Eindruck der vorhandenen politischen 
Differenzen auf dem Gebiete der Nationalitätenfrage steht für 
jeden, der aus dem Westen kommt, der Eindruck, daß es sich 
ebenso um große industrielle und landwirtschaftliche Differenzen 
gegenüber den Verhältnissen des Westens handelt. Wenn nun 
feit Jahren von privater Seite aus immer wieder wirtschaft 
liche versuche gemacht sind, um den Osten zu industrialisieren, 
um ihn so höherer und deutscher Kultur zuzuführen, so sind diese 
ohne weiteres als erfreulich zu begrüßen. Ihre Erfolge und
