Die Verwendung der Grants für die einzelnen Verwaltungszweige ist bei ihrer überwiegenden Mehrzahl
yesetzlich festgelegt. Die Kontrolle des Ministry of Health bringt hierdurch eine weitgehende Ab-
hängigkeit der Kommunalwirtschaften von der staatlichen Zentralgewalt. Der Begriff der dezentrali-
sierten Verwaltungsorganisation trifft daher für das englische System des Local Government nur sehr be-
dingt zu.
