1865  kam  unterdessen  der  Vertrag  Amerikas  mit  Russland ­
  zustande,  der  1867  bestätigt  wurde:  Alaska  wurde
gegen  7200000  Dollar  den  Amerikanern  übergeben.
Ein  weit  wichtigeres  Ereignis  vollzog  sich  am  1.  Juli
1867:  Die  Konföderation  der  Provinzen  Britisch-Nord-Ameirikas
  zu  der  „Dominion  of  Canada”.  Das  Parlament  wurde ­
  von  den  Bedingungen  der  Einigung  in  Kenntnis  gesetzt. ­
  Es  hiess  in  Art.  V.  ; GS )  die  Königin  möchte  geruhen,
auch  Rupertsland  und  das  Nordwestterritorium  mit  der
Dominion  of  Canada  zu  vereinigen,  dabei  sollten  aber
nach  Art.  VI.  die  Rechte  irgend  einer  Korporation,  Company ­
  oder  Person  respektiert  werden.  In  zweifelhaften
Fällen,  bei  Meinungsverschiedenheiten  über  diese  Rechte, ­
  sollte  gerichtlich  entschieden  werden. 68  69 )
Im  folgenden  Jahre  kam  eine  Deputation  nach  England, ­
  um  die  Einführung  von  Rupertsland  und  des  Nordwestens ­
  in  die  Dominion  of  Canada  vom  Parlament  bestätigen ­
  zu  lassen.  Die  Unterhandlungen  rückten  aber
nur  langsam  vorwärts,  denn  die  Interessensphären  waren
sehr  verwickelt.  Die  Delegierten  Canadas,  naturgemäss
der  Company  durchaus  nicht  wohlgesinnt,  drängten  auf
eine  energischere  Politik  dieser  gegenüber  und  vertratet!
frei  die  Interessen  Englands  und  Canadas.  Für  die  Minister ­
  aber,  die  z.T.  selbst  Aktien  besassen,  war  es  schwer,

G9 )  Art.  VI  That  in  the  event  of  the  Imperial  Government  agreeing
to  transfer  to  Canada  the  jurisdiction  and  control  over  this  region,
it  would  be  expedient  to  provide  that  the  legal  rights  of  any  corpos
ralion,  Company  or  individual  within  the  same  will  be  respected;  and
that  in  case  of  difference  of  opinion  as  to  the  extent,  nature  or  value
of  these  rights,  the  same  shall  be  subinitted  to  judicial  decision,  to
be  deterinmed  by  mutual  agreement  hetween  the  Government  of  Canada
and  the  partie*  interested.  Such  agreement  to  have  no  effect  or
validity  until  first  sanctioned  by  the  Parliament  of  Canada.«
