these transactions would, in ordinary course, have
been carried ont throngh or with the London esta
blishments. The pennission does not extend to any
operations for the pnrposes of making available assets
which would ordinarily be collected by, or of dischar-
ging liabilities which would ordinarily be discharged
by, establishments of the banks other than the London
establishments. No new transactions of any kind save
such as may be necessary or desirable for the pur-
pose of the completion of the first-mentioned trans
actions shall be entered into by or on behalf of the
London establishments of the banks.
2. The tmsiness to be transacted und er this
permission shall be limited to such operations as may
be necessary for making the realisable assets of the
banks available for meeting their »liabilities, and for
discharging these liabilities as far as may be practi-
cable.
3. All transactions carried out under this permis
sion shall be Subject to the supervision and control
of a person to he appointed for the purpose by the
Treasury, who shall have absolute discretion:
a) To refuse to permit any payment that may appear
to him to be contrary to the Interests of the
nation ;
b) To permit any such new transactions as are in
bis opinion necessary or desirable for the purpose
of the completion of the transaction first mentio-
ned in paragraph 1;
c) To permit or to refuse to permit the completion
of any particular transaction whatsoever.
4. Any assets of the banks which may remain
undistributed after their liabilities have, so far as
possible in the circumstances, been discharged, shall
be deposited with the Bank of England to the Order
of the Treasury.
The permission granted by me on the 10th day
of August, 1914, is hereby revoked.

Restrictions Act, 1914,“ I hereby permit

to carry on banhing business in the United Kingdom
Subject to the following limitations, conditions, super-
visions, and requirement as to the deposit of money
and securities.
1. That the permission shall extend only to the
completion of the transactions of a banking character
entered into before the 13th day of August, 1914,
and that new transaction of any kind, save such as
may be necessary or desirable for the purpose of the
completion of the firstmentioned transactions shall be
entered into by or on behalf of the British etablish-
ments of the banks.
2. That the business to be transacted under this
permission shall be limited to such operations as may
be necessary for making the realisable assets of the
banks available for meeting their liabilities, and for
discharging these liabilities as far as may be prac-
ticable.
3. That all transactions carried out under this
