Mr. CLARKE. I am a member of that board, and so far as my membership and directorship is concerned there has been no expression of opinion; it is left to me the same as this is left to Mr. Sexauer——— Mr. SEXAUER. Yes. Mr. CLARKE (continuing). To use his own good judgment; and when you get back to it fundamentally, given anv intelligence on the part of the farmers themselves, they have confidence in us and in our judgment, and when they have not, so far as I am concerned they can kick me out. Mr. Apkins. The point I am making is that the majority of this board will not have taken action unless they thought it would have met the approval of the constituents. Mr. CrarkEe. That is all right; but so far as reflected judgment of the producers is concerned, there is mighty little. Mr. Apkins. That is not what I am contending, but my point is that these men certainly would not have taken this action unless they thought it would meet the approval of the farmers they repre- sent. I got called severely yesterday for amplifying a statement which this man made when he started his statement here by stating that they did not expect to use it, but they appreciated if they didn’t favor some legislation to keep these fellows on their own products in the West that they would have been having them in the same position. Mr. WirLiams. They are not seeking this legislation to take advantage of themselves, but it is good for somebody else. I think everybody understands his testimony as expressing our case. Mr. KiNncHELOE. They would take the sirup of fies and give the quinine to somebody else. The CuHairMAN. I believe we are all agreed that the aim of the bill is to make it possible for the farmers to market their commodities in the way that would give them the benefit of our protective laws already established, more particularly the tariff. I understood you to say that you are getting the benefits of the tariff. Therefore you could not expect to gain anything by this bill. That your organization has brought about a marketing plan that gives the producer the benefit of the tariff now. Mr. Sexaver. I did not entirely claim that. I think that that organization has without question done a great many things which have brought about conditions that give it the benefit of the tariff. The CHAIRMAN. You are receiving the benefits of the tariff now? Mr. SExavER. I believe that they are receiving to quite an extent the benefits of the tariff at the present time. The CHARMAN. But vou believe your people are entitled to the tariff and all protection laws already established. Mr. SexarEr. I think there is no question about that. I do not think we can exist without it. } The Cuamrvan. If you are not getting the benefit of the tariff you would then be in favor of making the protective tariffs effective. Mr. SExAUvER. You mean making this law? The CaairMAN. I mean making our protective laws effective.
